# Food as policy and conflict

States and armed groups use food-related instruments on purpose: they restrict exports, license imports, attach conditions to aid, sanction counterparties, and — in war — damage or block the physical path described in [supply chains and disruption](https://waronfood.org/articles/supply-chains-and-disruption/). Naming those instruments is not the same as claiming one coordinated “war on food.”

**The title is a frame.** If a claim needs a death toll, a tonnage, or a firm’s market share, cite the official series. This desk will not invent one.

## Peacetime policy instruments

- **Domestic support and tariffs.** WTO agriculture texts exist because governments subsidize, protect, and dump.

## Wartime disruption

Conflict interrupts food systems in ways that are not “policy” in the WTO sense: mined fields, blocked ports, destroyed storage, displaced labor, and looted stocks. Attribution of intent — whether a famine is a weapon or a byproduct — is a legal and historical fight. This desk will label that uncertainty rather than settle it in a paragraph.

## What not to collapse

Do not treat a grocery-price complaint, a seed-IP statute, a soda-tax proposal, and a mined grain terminal as one campaign.
